    For 94 years, the UNC School of Government has been the backbone of support for North Carolina’s public officials, from clerks and judges to budget analysts, municipal and county managers, newly elected officials, public defenders, and prosecutors. From Murphy to Manteo, we are here to ensure that those who serve our communities have the resources, training, and guidance they need to succeed.     This year, our commitment continues with impactful initiatives like:

    • Public Defense Education: School faculty responded to nearly 800 inquiries from 70 of the state’s 100 counties, providing critical support to public defenders last year. With North Carolina actively increasing the number of public defenders across the state, our service in public defense will be even more impactful.
    • Carolina Across 100: Our “Our State, Our Homes” program is partnering with 14 communities across 22 counties to enhance affordable housing options.
    • Financial Training for Local Governments on the Unit Assistance List: In 2024, School faculty guided 70 counties and municipalities through a curriculum to address financial challenges and support their removal from the Unit Assistance List. The School continues this work, helping communities achieve long-term financial stability.

    Jacquelyn "Jacqui" Greene joined the School’s legal faculty in 2018 to focus on juvenile justice. Before coming to the School, she was program area director for the New York–based consultancy firm Policy Research Associates. She also served as executive director of the New York State Governor’s Commission on Youth, Public Safety, and Justice; director of juvenile justice policy at the New York State Division of Criminal Justice Services; and counsel to the committees on children and families and social services for the New York State Assembly. Her work experience includes representing children in family court matters as well as developing and implementing juvenile justice, delinquency prevention, and child welfare policy. Her recent research and policy work centers on the school-to-prison pipeline, juvenile justice reform, and behavioral health interventions for at-risk youth. Greene holds a bachelor's degree in psychology and political science from the University of North Carolina at Chapel Hill and a law degree from Harvard Law School.
